Coupure internet

Bonjour, Depuis hier 16h, j'ai des coupures internet constamment dans la région d'Etalle... C'était revenu un peu hier soir mais là c'est de nouveau down... Impossible de travailler :/  Est-ce un problème général ?  Merci d'avance pour votre aide.

Very high latency and jitter on upload

Is it normal to have such a high latency and jitter number on my internet line for the past few weeks/months? Download is acceptable but not perfect, but when anything gets uploaded, the numbers are huge and it is felt with only 1 connected internet device in use.
